Construction and demolition debris disposal

All materials generated during construction and demolition must be delivered to a verified facility to maximize recycling. To obtain a building permit, applicants must create a waste management plan on Green Halo or complete the Construction and Demolition Debris Recycling Statement.

Hayward Regulations:

For projects valued over $75,000, provide all weigh tags documenting tons recycled or landfilled to the Department of Public Works & Utilities prior to requesting a final inspection via Green Halo or with a completed Construction and Demolition Debris Recycling Statement.

Diversion Rates:

  • 65% minimum recycling rate for all covered projects.
  • 100% recycling rate for asphalt, concrete, and similiar material.

Transporting Materials:

If you use a roll-off container, it must be from Waste Management of Alameda County

Debris may be transported by a fixed body vehicle to verified processing facilities other than Waste Management of Alameda County (WMAC), provided that the following guidelines are met:

Guidelines:

The debris must be removed either:

  1. By a licensed contractor as part of the total service offered by that contractor, or
  2. By a fixed body vehicle hired by the contractor.

The debris must be loaded onto a fixed body vehicle (e.g., end-dump or stake-side truck) and hauled directly to a facility for recycling or composting. If you use a roll-off container, it must be from Waste Management of Alameda County

If the load is garbage, it must be delivered to WMAC’s Davis Street Transfer Station at 2615 Davis Street, San Leandro. A load is considered garbage if it contains less than 5% recyclable materials. Recyclable Materials include: concrete, asphalt, brick, rock, gravel, tiles, cardboard, paper, plastic film, scrap metal, clean (untreated and unpainted) wood, unpainted drywall, carpet and soil. Garbage includes: painted wood, painted drywall, and insulation.

Loads must be hauled to a verified recycling facility that hold all applicable permits and can provide weigh tags and other receipts indicating tons recycled and tons landfilled. If you intend to use an alternative processing facility for mixed C&D loads, check that it is a third-party certified facility (through a certification program like Recycling Certification Institute) or call 510.583.4700 to obtain approval from City staff. If you are source separating your materials, you may take the source separated material to a facility that specializes in recycling that material. 

If any loads of C&D debris does not comply with the above-listed provisions, then all such debris must be removed by WMAC.

City of Hayward Construction and Demolition Debris Recycling Municipal Code:

The Hayward City Council amended the City’s Construction and Demolition Debris Municipal Code Section (Municipal Code Sec. 5.10) on April 25, 2017. Changes included more stringent requirements intended to increase debris recycling and ensure consistency with the current California Green Building Standards Code (CALGreen).
