The City of Hayward conducts mandatory and complaint based rental inspections throughout the year on residential rental properties. These inspections ensure residential rental properties are maintained to minimum standards of health, life and safety.

The Rental Housing Inspection Program (RRIP) was created to ensure the provision of minimum housing standards. The Program’s objective is to identify and correct substandard housing conditions through voluntary compliance from landlords/property owners. This will ensure that residential properties meet minimum health and safety standards. It is the City’s intent to educate property owners and tenants of the need for preventative maintenance to ensure residential properties meet the minimum health and safety standards.

Typical items covered during inspections include, but are not limited to the following:

• Functional smoke detection devices
• Adequate heating
• Adequate utilities (water, electricity, etc.)
• General property maintenance
  • Interior and Exterior maintenance
  • Window, Door and Appliance conditions
  • Trash and debris
  • Pest Infestations

Code Violations

When code violations are identified at the initial inspection, property owners are given adequate time to correct the deficiencies depending on the nature and number of violations. Normal compliance time ranges from 10 to 30 days.

However, where a dangerous condition is found to exist, (e.g., hazardous electrical wiring or lack of adequate sanitation), corrections may have to be completed within 24 to 48 hours.
