Handouts for common OTC permits:

PERMIT REQUIREMENTS:

A building permit is required when more than 200 square feet of roof covering is installed, repaired or replaced. 
 

PERMIT REQUIREMENTS:

Replacing or adding new windows, sliding glass doors or skylights requires a building permit. Broken window glass can be repaired in any of these without a permit if the existing sash and frame stay in place.

A permit is required for most kitchen remodel projects. 

 

A permit is required for all types of bathroom remodels from replacement of the tub/shower enclosure, to relocation of any fixtures or a complete bathroom reconfiguration. Drawings are required for bathroom remodel. Structural plans and calculations may be required for removal and/or replacement of any load bearing walls. Please note the requirements below are a general guideline and it is the applicant’s responsibility to include any code requirements that may not be included here.

 

PERMIT REQUIREMENTS:

Moveable (non-fixed) storage racks that are 5’-9” tall or less do not require a building permit. All fixed storage racks, regardless of height, require a building permit and a basic layout plan identifying exits and key dimensions. Storage racks that are greater than 5’-9” tall will require structural calculations to verify the attachment to the slab is sufficient to resist overturning during an earthquake.
 
 
For storage racks that are 12 feet tall or more, an additional permit is required from the Fire Prevention Office. See the Fire Department’s handout for “High-Piled Combustible Storage Annual Permits” for more information. 
 

Permits are required for electric vehicle charging devices installed in a home. The City of Hayward strongly recommends that the homeowner hire a licensed electrical contractor* to provide a preliminary consultation and perform the installation. Before the permit is applied for, it is necessary to evaluate the home’s electrical service to verify if it will be adequate for the new demands of the charging device. This is confirmed by doing what is called a “load calculation”. In some situations, the service panel will need to be upgraded to accommodate the new charger. An upgraded service panel will require an additional permit. 

 

The City of Hayward defines commercial electric vehicle (EV) charging stations as systems installed in the following locations:

- Multi-Family Buildings (condos, apartments or common areas of townhomes or similar complexes)

- Commercial Locations (such as shopping centers, restaurants, grocery stores and general retail environments)

- Office Buildings (employee or visitor parking areas)

- Industrial Uses (charging devices for vehicle fleets or equipment such as forklifts)

 

Demolition permits only allow for the removal of buildings or structures. 

 

PLANNING DIVISION PRELIMINARY REVIEW:

Before preparing construction drawings for an addition to a single-family home, it is necessary to discuss the project with a City of Hayward Planner first. The City offers free consultations during business hours at the Permit Center front counter.
