Gloria Bratton-Sanders-Moore, born in Texarkana, Arkansas in 1943, is a 79-year-old African American woman living in Los Angeles, California. At the age of 3 Gloria and her 5-year-old brother Charles moved with their parents to the west coast, however, due to redlining, restrictive convenants, and racial steering, they were forced to move to Russell City. Her family lived on Russell Road/Winton Avenue where 2 other siblings were born. She attended Russell School, Hayward High, and Oakland City College.

At the age of 21, Gloria married and moved to Los Angeles, where she attended the University of Southern California and Loyola Law School before embarking upon a career in workforce development. She worked for the city of Los Angeles for over 37 years across a range of positions in the Mayor’s Office, the Economic and Workforce Development Department, and the Housing Authority. After retiring from the City, she was the CEO of a highly successful nonprofit organization where she oversaw job training and placement programs serving low-income individuals, primarily people of color. 

In addition to having lived in Russell City where she experienced the pain and suffering resulting from practices of racial injustice, Gloria brings over 45 years of experience working to advance economic equity. Regarded as an expert in establishing cooperative and collaborative partnerships among public and private sector entities, Gloria has worked with government agencies, community-based organizations, educational institutions, and social service organizations throughout the country. In 2015 she was the recipient of the prestigious “Charlie Brown Workforce Development Professional of the Year” award presented by the California Workforce Association. Gloria is known for taking a leadership role in strategic planning, developing innovative solutions, implementing multi-million-dollar citywide initiatives, assessing results, identifying opportunities for improvement, and implementing programmatic changes while strengthening working relationships with key stakeholders.
