Hayward City Council to receive recommendations of Russell City Reparative Justice Project

The Hayward City Council will hold a work session next Tuesday evening to receive and discuss potential actions that could be taken as reparative responses to the forced relocation of residents of Russell City during redevelopment of the area in the 1960s.
Russell City was an unincorporated area of Alameda County located near the Hayward shoreline south of Hayward Executive Airport that was once home to 1,500 residents, small businesses, including night clubs that hosted live music, churches and other community organizations.
Today, the area is part of Hayward’s westside industrial zone that is home to a variety of biotech, advanced manufacturing, food, logistics and other businesses.
The work session to take place during the City Council meeting on Tuesday, March 26, is the last phase of the community-led component of the Russell City Reparative Justice Project, which was initiated in 2022 to document the history of redevelopment of the area and explore potential restitution for inequitable treatment of Russell City residents and their descendants.
