Local Resilience Plan

The U.S. Disaster Mitigation Act of 2000 calls for localities to produce and adopt a Local Hazard Mitigation Plan (LHMP) to receive hazard mitigation grants and fully federally funded post-disaster Public Assistance.

In 2015 an interdepartmental team participated in a regional effort to update Local Hazard Mitigation Plans led by the Association of Bay Area Governments (ABAG). One result of that regional effort was the 2015 Hayward LHMP (completed in 2016). This 2021 document is the required five-year update of the original Hayward LHMP, now referred to as the Hayward Local Resilience Plan (LRP). 

This plan has been developed in accordance with and with the authority granted by the U.S. Disaster Mitigation Act of 2000, which amended the Stafford Act to require state, local, and tribal governments to develop and submit hazard mitigation plans for approval by the Federal Emergency Management Agency (FEMA).

The purpose of Hayward's (LRP) is to assess hazard risks and asset vulnerability in the City of Hayward and use that information to identify strategies to reduce future losses from natural hazards. The 2021 LRP serves as a guiding document for the City’s hazard mitigation activities and was developed in fulfillment of and alignment with the City Council’s “Safe” priority and informed by General Plan Community Safety Element and Hazards Element goals. The Hayward City Council specifically prioritizes making and keeping the city safe, clean, green, and thriving. Hazard mitigation is an essential part of achieving those goals – especially ensuring the City’s safety, and helping the City thrive following a natural hazard. The 2021 LRP update will be adopted as an appendix to the Hazards Element of the 2040 Hayward General Plan

Under the Disaster Mitigation Act, plans must describe the processes for identifying natural hazards, risks, and vulnerabilities of the jurisdiction. Localities that approve and adopt a hazard mitigation plan are eligible for FEMA mitigation grants, points toward the National Flood Insurance Program Community Rating System, and a waiver of Public Assistance matching funds requirements.
