This document is intended to ensure that behavior that violates Hayward Public Library’s Code of Conduct are dealt with in a consistent manner and guarantee that Hayward Public Library (Library) facilities are safe and welcoming to all. Persons who violate the policy may receive a warning from staff and/or an opportunity to correct their behavior or may be asked to leave the library. Persons who violate the code through the use of a telephone or electronic communication, may have their communication ignored or may be forbidden from communicating with the Library in such a manner.
Illegal activity, as well as any repeated or egregious violations of the Code of Conduct or other library policies may result in removal from the facility and/or suspension of library privileges. Longer suspensions of the privilege to enter or use Library premises or services will be given based on the severity of the offense as outlined below. In addition, where authorized by Federal, State or local law, violations of these guidelines may also result in arrest or other legal measures, including Restraining or Stay Away orders.
Any of the listed offences may result in involvement of Law Enforcement personnel to help restore order. Any repetition of offences beyond the 3rd time, or of an assortment of more than 3 offences by one individual within a period of 18 months may result in an indefinite or even permanent suspension of Library-use privileges which will be determined on a case-by-case basis.
Suspension periods for minors may be adjusted at the discretion of Library staff. Suspensions of privileges may be appealed by contacting the Library Director as explained in the suspension of privileges notice, though it will continue to be enforced during the appeal process.
