We work with Hayward community members, businesses, educators and City employees to draft a new strategic plan as part of our commitment towards embracing change, adapting to new policies and procedures, and reinforcing our mission to remain transparent and accountable in our service to the Hayward community.
A strategic plan identifies where the department is today, where it needs to be in 3 years and how we are going to get there. Strategic Planning ensures that the organization is prepared for future challenges and ready to take advantage of opportunities that enables us to provide the greatest level of service in an efficient and effective manner. The plan has specific goals and establishes a course of action for achieving them. It helps the various units within the Department to align themselves with these common goals. Ultimately, this plan allows Hayward Police Department to shape the organizational identity and culture to best serve the Hayward community.
In preparing for the 2022 – 2025 Strategic Plan, we brought in outside resources that helped us update our mission and vision statements, reevaluate our core values and set our top goals for the next three years. To identify where we are and where we want to go as a department, we asked for input from the community we serve.
In addition to community input, there were 8 focus groups held within the department with all personnel and all levels invited to discuss where the department is today and where it should be over the next 3 years. Additionally, members of the department were asked to participate in a Strengths, Weaknesses, Opportunities and Threats (SWOT) assessment of the department.
All the feedback will be compiled and evaluated, to help develop strategic goals for the department and City to be successful in the future.
