If you are disputing your fee, you must submit a declaration of exemption or error, along with appropriate documentation to support your dispute:

Landlords may pay their fees in one of three ways:

  1. In-person: Monday through Thursday, 9:00am-1:00pm at City Hall Permit Center 777 B Street, Hayward, CA 94541, First Floor

  2. Online: Go to www.hayward-ca.gov/epermits, and search for the invoice number (include the EG24- prefix). Payment will post immediately.

  3. By mail: Use the self-addressed envelope to send payments via check(s) to City of Hayward. Please return remittance slip with check(s). DO NOT STAPLE. Checks will take several weeks to process.

Half of the fee for Covered Rental Units can be passed through to the tenant. Landlords of Covered Rental Units may use this form to notify tenants that the landlord is passing through half the cost of the fee.

If the landlord of a Covered Rental Unit does not pay the fee, the landlord is not entitled to a rent increase and the tenant may use failure to pay the fee as a defense against evictions.

The current annual fee is

  • Annual Fee per Residential Covered Rental Unit - $66.00
  • Annual Fee per Residential Rental Unit - $32.00
