Hayward Has Four-Point Plan

HAYWARD, Feb. 17.—City officials are considering a four-point program including sewage disposal, drainage, expansion of the water system, and improvement of street lighting.
Looking forward to the time when a sewage disposal plant will be required, the City Council has authorized Mayor George Mays to arrange a conference with directors of the Ora Loma and Castro Valley Sanitary Districts, to discuss possibility of joint action. It is reported that the districts already have acquired a site and are planning construction of a plant.
At the suggestion of Councilman Arthur Phillips, plans and specifications will be prepared by City Engineer John Mancint for drainage of Castro Street, between A Street and the northern city limits. Flood water, which collects there during heavy storms, now drains off slowly in a small ditch through the Sunset district. Officials concede that an adequate system could probably not be built at this time, but tabbed the project for post-war action.
Kenneth Fry, water department superintendent, was authorized to investigate the feasibility of extending water service to Russell City. Action has been requested by Kenneth Garcia, head of the Russell City Fire Department.
Following a survey by Phillips, recommendations for general improvement of street lighting throughout the city have been filed with the Pacific Gas and Electric Company.
