Russell City Service Area Superfluous?

Dissolution of the Russell City Services District, superfluous now in view of pending redevelopment of the Russell area, is being recommended to the Alameda County Board of Supervisors by County Administrator Earl Strathman.
Strathman said a state-enacted district reorganization act of 1965 provides the machinery for dissolution by the board.
The board has already taken action to dissolve the Kilkare Woods Community Services District, which has accomplished its purpose of bringing water to the rural Pleasanton township community, and will be dissolving several other purposeless districts shortly, the administrator said.
THE RUSSELL City district was formed in 1954 for the primary purpose of providing the area with water and a system for collection, treatment and disposal of sewage.
Because of the limited assessed valuation of the community and the heavy capital outlay required for these projects, they never were accomplished. Now, with the imminence of redevelopment, water and sewer systems will be provided by other means.
Supervisors are expected to act on Strathman's proposal Tuesday and forward a recommendation to the Local Agency Formation Commission to close out the district.
