SUBSTANTIAL AMENDMENT TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FISCAL YEAR 2018-19 ANNUAL ACTION PLAN

NOTICE IS HEREBY GIVEN that the City Council of the City of Hayward on Tuesday, December 18, 2018 at the hour of seven (7) o’clock p.m., or as soon thereafter as the same may be heard, at the location noted above, will conduct a public hearing regarding the following item:
SUBSTANTIAL AMENDMENT TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FISCAL YEAR 2018-19 ANNUAL ACTION PLAN.
A public hearing is being held for the purpose of a Substantial Amendment to the City of Hayward’s CDBG FY 2018-19 Annual Action Plan. This Substantial Amendment would reauthorize reconciled funds from past CDBG program income and entitlement awards for the implementation of contingency projects in the event of delay of timely expenditure of CDBG funds. Projects have already been identified as having the greatest potential to meet CDBG eligibility requirements, U.S. Department of Housing and Urban Development national objectives and timeliness spending deadlines, and City Council Priorities, while fulfilling a critical need in the Hayward community.
The City of Hayward seeks public comment regarding this Substantial Amendment.
All interested persons are invited to attend the meeting to speak or offer written comments regarding the Substantial Amendment to the Fiscal Year FY 2018-19 One-Year Action Plan. A copy of a draft of the Substantial Amendment may be reviewed at the Community Services Offices, 777 B Street, 2nd Floor, at the Weekes Branch Library, 27300 Patrick Avenue, or linked below. The draft of the Substantial Amendment will be available for review and comment from Wednesday, November 21 through Friday, December 21.
A copy of the staff report may be reviewed at the office of the City Clerk, 777 B Street, or at the Weekes Branch Library, 27300 Patrick Avenue, or linked below. Staff reports are available the Friday before the hearing.
PLEASE TAKE NOTICE that if you file a lawsuit challenging any final decision on the subject of this notice, the issues in the lawsuit may be limited to the issues which were raised at the City’s public hearing or presented in writing to the City Clerk at or before the public hearing. By Resolution No. 87-181 C.S., the City Council has imposed the 90-day time deadline set forth in C.C.P. Section 1094.6 for filing of any lawsuit challenging final action on an item which is subject to C.C.P. Section 1094.5
