In compliance with California Government Code Section 54220, the City of Hayward announces its intent to sell the surplus property listed in the table below.

Interested entities are advised to review the Surplus Land Act (Government Code Sections 54220-54234) for further requirements.
Per Government Code Section 54222, interested parties have 60 days from the date of this notice to express interest in acquiring the property. This timeline begins upon receipt of the notice via certified mail or email. Expressions of interest will initiate a minimum 90-day negotiation period, as outlined in Government Code Section 54223. However, this does not obligate the City to sell the property. If no agreement is reached regarding the sales price and terms, the City may market the property to the general public.
In accordance with Government Code Section 54227, priority will be given to entities proposing housing developments where at least 25% of the units are affordable to lower-income households. If multiple proposals meet this requirement, priority will be determined as follows:
- The total number of affordable units proposed.
- The lowest average affordability level if proposals include an equal number of affordable units.
