2025 Annual Report mailer covers move to district elections

Each year, the City of Hayward mails a paper Annual Report to every household within city limits around the first week of October. Over the years, the report has covered topics such as the Measure C ballot measure, housing construction in the city and Hayward’s response to the Covid-19 pandemic. The report for 2025, which was mailed to Hayward residents last week, provides an overview of the City’s new legislative districts ahead of the first district-based Council elections in 2026 and 2028.
The City of Hayward officially switched from at-large elections for City Council seats to district-based elections in October 2024 consistent with the California Voting Rights Act. Districts 1 and 6 will hold their first City Council elections in 2026, and Districts 2, 3 and 4 will elect their first Council members in 2028. Only the Mayor of Hayward will be elected at-large beginning in 2026.
