Chamber Meeting Held at Ashland School
Hayward Review, Jun. 13, 1945
Summary:
The Hayward Area Chamber of Commerce held a meeting at Ashland school due to the absence of a quorum for official business. During the meeting, they discussed several important topics.
Mayor Mays reported on his meeting with Supervisor George Janssen regarding road grading in Russell City. The county authorities expressed that the property value in Russell City might not justify extensive road grading or paving, even though these streets also served as drainage for stormwater.
Kenneth Garcia, a member from Russell City, emphasized the need for even graveling of the streets to make them accessible during the rainy season, as most streets, except for Washington Avenue, were currently inaccessible during wet weather.
It was suggested that the county planning commission should consider categorizing Russell City property as industrial rather than residential in the proposed land-use maps.

In Absence of Quorum to Carry on Business Chamber Has Panel Discussion of Problems
In line with the Chamber policy of meeting in the communities of the area, the Hayward Area Chamber of Commerce met Tuesday evening at the Ashland school. In the absence of a sufficient number of directors to make up a quorum, the meeting was devoted to a discussion panel of chamber business.
The members expressed satisfaction with the chamber budget submitted by J. Willam Olgard, secretary manager. The budget had previously been approved by the executive commitee of the chamber
A brochure-directory, previously ok'd by the excentive committee, was presented to the group and won an enthusiastic reception. The brochure prepared by John Sandoval depicts the development and resources of the area in pictorial form. This would be, under the present plans, incorporated with a directory of members and services of the chamber.
Plans were discussed for moving the Chamber of Commerce office from the present location in the mayor's office to a more suitable Iocation. The present housing authority building, adjacent to the city hall, seemed the most likely location, and Mayor George Mays was authorized to look into the matter of obtaining the building for use by the chamber.
Mayor Mays reported on his meeting with Supervisor George Janssen on the grading of roads in Russell City. Mays pointed out that the county authorities had taken the stime that the property value in Russell City would not warrant extensive grading or paving of the roads in Russell City.
It was also pointed out by the county authorities that the streets were, at the present time, a form of drainage for storm waters.
Kenneth Garcia, member from Russell City, said that "If the county would even gravel the roads it would make the streets accessible in the winter time."
"At the present time," Garcia continued, "with the exception of Washington Avenue, the streets are absolutely inaccessible in the rainy weather."
It was suggested that the county planning commission in the proposed land-use maps regard the Russell City property an industrial rather than residential property.
Charles Roe, secretary of the county committee on uniform building codes, reported on the progress of the proposed building codes.
Val Hollingsworth, president of the Chamber, announced that a special meeting of the board of directors of the Chamber would be held Tuesday June 10 at the Green Shutter hotel to consider action on the points covered at last night's meeting.
