Russell City Water Need is Backed

The water situation in outlying districts was the main subject of discussion at the meeting of Federated Improvement Clubs of Southern Alameda county, at the meeting held in the high school cafeteria last night.
Although Russell City was not represented at the meeting its water problem was discussed. Feelings expressed were in opposition to the stand taken by the county board of supervisors. The board of supervisors recently said it has no legal authority to help finance Russell City's water problem when the Hayward council said it will offer to sell Hetch-Hetchy water if the county will cooperate in installing necessary pipe lines.
Realizing Russell's dire need for a water supply, Federated members authorized a letter be directed immediately to the board of supervisors to inform them that as representatives of Southern Alameda county, the club is opposed to their refusal to assist in working out a plan with the city of Hayward.
Delegates from Valle Vista and Alta Vista told of their need for additional water supply. One person stated that from a dishpan of water he could scoop out a cup of sand. Another said that after ten in the morning, she had no water, winter or summer. It was stated by another Alta Vistan that Hayward was the only city he knew of where water was refused to outlying districts. The opinions expressed were that if water is essential to an area and if it is available, that area can "demand" water.
Although the usual attendance was on hand last night, only eight member clubs were represented. Opening of the meeting was deferred until a quorum was present. Membership chairman, A. R. Bayliss in commenting on the poor attendance said he would make special effort to contact club presidents to see to it that every club was represented by at least one delegate as it was only through the united efforts of all member clubs, that issues could be decided, and results expected.
A copy of federated's by-laws is available to all member clubs and may be obtained by an official delegate attending next month's meeting.
In the absence of 170th avenue club, refreshments were served by Hayward Highlands club.
