Lead Service Line Inventory

Background

The use of lead in water service lines has been prohibited since January 1, 1986. The Lead and Copper Rule was established by Congress in 1991 to reduce levels of lead and copper in drinking water. In 2021, the United States Environmental Protection Agency (EPA) issued the Lead and Copper Rule Revisions, which instruct all water systems, including the City of Hayward, to develop a “Lead Service Line Inventory” by October 16, 2024.

The purpose of the Lead Service Line Inventory is to determine whether water services in the Hayward Water System are made of any type of potentially harmful material that may warrant replacement, including lead. This inventory must detail the material type for the privately-owned portion of the water service (from the meter box to the home) as well as the City-owned portion of the water service (meter box to the main). If any pipes are found to be made of lead or other materials that warrant replacement, the water system must inform the owner and develop a plan to replace the City-owned portion of the service.

Results

The City has determined that there are no lead service lines within the Hayward Water System. City staff have incorporated data from all water service insallation records and water main construction records to determine the material type for City-owned services. To determine the material type for customer-owned water services, staff relied on a mix of research methods, including field inspections, interpolation, and development records review.

Inventory

The Hayward Water System inventory was electronically submitted to the State Water Resources Control Board on October 11, 2024. Hayward community members can explore the material types of water service lines using an interactive online map. This map is a visual approximation of water accounts servicing buildings and excludes other types of accounts, such as irrigation accounts.

To view a printed copy of the inventory, members of the public may visit the Public Works and Utilities Department (Hayward City Hall, 2nd Floor, 777 B Street, Hayward, CA 94541) during public hours from 8:00 AM – 4:00 PM, Monday through Thursday.
