City Manager's Message:
Dear Residents,
Next June will mark 10 years since Hayward voters passed the Measure C half-cent sales tax to enhance public safety and maintenance, improve roadways, seismically protect and update fire and emergency response facilities, and build a new downtown library.
As we approach that 10-year mark, we want to provide a status report on what has been accomplished and share with you some current projects and future needs.
Undoubtedly, the beautiful new 21st Century Library and Community Learning Center and adjacent Heritage Plaza are the most visible examples of what’s been produced through Measure C—but there is so much more. We retrofitted five fire stations, built a new fire and rescue training center in partnership with Chabot College, and built a new Fire Station #6. We resurfaced a record number of streets. We also increased City maintenance staffing, enhanced homelessness-response resources, and added police officer and 9-1-1 dispatch positions to help improve response time and safety.
With this status report, we also want to kick off a process of community engagement and listening to understand your priorities for Measure C going forward—and begin discussion about a potential extension of the 20-year Measure C sales tax beyond its scheduled 2034 sunset date.

In the municipal election of June 3, 2014, Hayward voters approved Measure C, which raised the City's Transaction and Use (Sales) Tax by a half-cent for a 20-year period. This tax increment took effect on Oct. 1, 2014, and the City began receiving allocations from the half-cent sales tax on Jan. 1, 2015.
The Measure C half-cent sales tax currently generates about $20 million a year, revenue which, importantly, is legally dedicated for municipal purposes and cannot be taken or diverted away by county or state government for other uses. Each year, the City Council programs Measure C dollars as part of the annual budget process. The money is used in three ways—to repay borrowing for facility construction (called debt service), to fund capital improvements, such as street projects, and pay operating expenses associated with increased staffing at the Hayward Police and Maintenance Services Departments.

Downtown Library:The 21st Century Library and Community Learning Center opened in September 2019. The 58,000-square-foot building has a LEED-certified rating of Platinum from the U.S. Green Building Council and houses 50 percent more materials, 53 computers for public use, community meeting rooms, tech classrooms and a Makerspace.

Heritage Plaza:Recognized with a design award by the American Society of Landscape Architects, Heritage Plaza encompasses an entire City block and is home to 40 species of rare and mature trees, a 25,000-square-foot central lawn, an 11,000-square-foot paved plaza and art pieces speaking to the rich experiences and cultures of our diverse Hayward community. |
Meeting Community Needs:The new downtown library and Heritage Plaza host an array of programs and events, including homework and tech support, children’s times, adult and teen programs, English as a second Language (ESL) classes, citizenship classes, diaper giveaways, community celebrations and much more. |

Hayward Fire Training CenterDeveloped partnership with Chabot-Las Positas Community College District, the new Fire Training Center opened in June 2023. It consists of classrooms, offices, a training tower and other facilities for practicing urban search and rescue and emergency response, and educating and producing our next generation of firefighter-paramedics. |

Ensuring the upkeep of our road infrastructure, including pavement improvement and preventative maintenance, is fundamental to the foundation of a thriving community. Check out how Measure C helps keep our community moving.
Smooth, well-maintained roads are more than just a convenience; they are a cornerstone of our infrastructure that directly impacts our daily lives. These efforts not only enhance transportation efficiency but also contribute to the safety, health, and overall happiness of our community. Properly maintained roads reduce accidents, decrease vehicle wear and tear, and provide smoother commutes, all of which are vital for fostering a robust, content, and interconnected community.
Pavement ConditionsAlong with traditional funding sources, the Public Works Department leveraged Measure C revenue to carry out a special two-year Pavement Preventative Maintenance and Resurfacing Project that was completed in February 2018 and raised the City’s overall average Pavement Condition Index (PCI) from 66 to 70. |
Roadway ImprovementsThe Measure C-backed Pavement Preventative Maintenance and Resurfacing Project encompassed 312 street segments and included new and upgraded curb ramps, new striping for lane delineation, crosswalks and bike lanes.
