Capital Improvement Program (CIP)

Each year, the City of Hayward adopts a 10-year Capital Improvement Program (CIP) budget to fund public infrastructure projects that enhance the community’s quality of life.

Separate from the City’s operating budget, the CIP supports improvements to streets, sidewalks, traffic systems, City facilities, water and sewer infrastructure, technology, fleet, and the Hayward Executive Airport.

Review & Approval

The CIP undergoes review and approval by the Planning Commission and the Council Infrastructure & Airport Committee in April, followed by a City Council Work Session in May and the Public Adoption Hearing in June.
