Capital Improvement Program
The City's Capital Improvement Program funds public infrastructure projects to enhance the quality of life for Hayward residents and visitors.
Every year the City adopts a ten year Capital Improvement Program budget (CIP). The CIP budget is separate from the city operating budget and funds public infrastructure projects to enhance the quality of life for Hayward residents and visitors. These projects include new, reconstructed and rehabilitated streets and sidewalks; traffic improvements, city facility construction and repair; and improvements to water and sewer facilities, technology, fleet and the Hayward Executive Airport. The construction of the new 21st Century Library and the new Fire Station No. 7 and Firehouse Clinic are examples of CIP infrastructure projects.
The CIP is reviewed by the Council Budget and Finance Committee in late April, the Planning Commission in May, the Council Work Session in late May or June, and at the Council Public Hearing in mid to late June.
