Capital Improvement Program

The City's Capital Improvement Program funds public infrastructure projects to enhance the quality of life for Hayward residents and visitors.

Every year the City adopts a ten year Capital Improvement Program budget (CIP). The CIP budget is separate from the city operating budget and funds public infrastructure projects to enhance the quality of life for Hayward residents and visitors. These projects include new, reconstructed and rehabilitated streets and sidewalks; traffic improvements, city facility construction and repair; and improvements to water and sewer facilities, technology, fleet and the Hayward Executive Airport. The construction of the new Fire Station No. 6 and Fire Training Center is an example of a CIP infrastructure project. The CIP is reviewed by the Planning Commission in April, the Council Work Session in late May or June, and at the Council Public Hearing in mid to late June.

The Recommended FY 2022 - FY 2031 CIP features a new, online format. The CIP should be viewed on a tablet or computer to ensure full functionality with the various interactive charts, scrollable tables, and other features in the new format.
