Beginning on July 1, 2018, the local Hayward Successor Agency Oversight Board was replaced by a larger county-wide Alameda County Oversight Board.

Before July 1, 2018, the Successor Agency was governed by a seven member Oversight Board. The membership of the Oversight Board consisted of representatives from the seven largest affected taxing entities (ATEs) within the former Redevelopment Project Area.
Operations
Recognized Obligation Payment Schedule (ROPS)
Each year the Successor Agency must submit a Recognized Obligation Payment Schedule for approval by the Oversight Board as well as the California Department of Finance. The Successor Agency is only allowed to pay for those items deemed enforceable obligations by the California Department of Finance. For the Hayward Successor Agency these largely consist of debt service payments, project management costs, contractual obligations, and administrative costs.

Long Range Property Management Plan (LRPMP)
In addition to the ROPS, the Successor Agency must also dispose of any and all real property of the former Redevelopment Agency. The Long Range Property Management Plan details the disposition and future use of such properties. The Agency must complete compensation agreements with the affected taxing entities prior to diposing of any real property. This process is currently underway.

The Successor Agency received its Low and Moderate Income Housing Due Diligence Review on March 1, 2013 and its Other Funds and Accounts Due Diligence Review on September 13, 2013.
