Hayward Council adopts resolution supporting 100% zero emission vehicle sales in California by 2030
At their July 20 meeting, the Hayward City Council adopted a resolution declaring the City’s support of the goal for California to reach 100 percent zero emission vehicle sales by 2030. Development of the goal, spearheaded by the ZEV2030 campaign, was prompted by a 2018 report released by the Intergovernmental Panel on Climate Change (IPCC). According to the IPCC, in order to avoid the most catastrophic effects of climate change, rapid and far-reaching transitions in land, energy, industry, buildings, and transportation must occur by 2030.
In September 2020, Governor Gavin Newsom signed an executive order to phase out new gasoline-powered cars by 2035. However, the resolution adopted by the Hayward City Council on July 20 calls for the Governor, State Legislature, and the California Air Resources Board (CARB) to accelerate this timeline to 2030.
The transportation sector is the largest generator of California’s greenhouse gas (GHG) emissions, making up 40 percent of all GHG emissions in the state. Its impact is even higher in Hayward, accounting for more than 60 percent of all GHG emissions in the city. Moving away from gasoline powered vehicles and widely adopting electric vehicles is critical to mitigating this sector’s climate impact.
A number of programs which increase the affordability and accessibility of electric vehicles are available to Bay Area and California residents. Read below for more details.
Clean Cars 4 All. The Clean Cars 4 All program helps lower-income consumers retire their older, high-polluting vehicles (2005 or older) and upgrade to cleaner models. Participants also have the option to replace their older vehicles with alternative mobility options, such as public transit passes. The application period will open in early Fall 2021. California Clean Vehicle Rebate Project. Through the Clean Vehicle Rebate Project (CVRP), California residents can receive up to $7,000 for the purchase or lease of new, eligible zero-emission or plug-in hybrid light-duty vehicles.
