Outstanding suspects taken into custody

for W. A Street homicide that occurred in 2021

HAYWARD, Calif., July 13, 2022— On Monday Oct. 4, 2021, at about 6:50PM, officers responded to the 400 block of W. A St regarding the report of an injured male who was unconscious on the ground.

Officers and medical personnel responded to the scene and located the victim, later identified as 25-year-old Yeison Toroc, of Hayward. The victim suffered injuries consistent with being assaulted and was transported to a local hospital where he was later pronounced deceased.

Throughout the course of the investigation, six suspects were identified and, on June 30, 2022, four were placed under arrest. These arrests were made as a result of a multi-jurisdictional operation with assistance from Union City Police Department, Fremont Police Department, Oakland Police Department and San Leandro Police Department.

The four arrested were identified as the following:

-19-year-old Fremont resident, Cristian Inocencio

-20-year-old Hayward resident, Daniel Angulo-Armenta

-24-year-old Union City resident, Jonathan Delacruz

-27-year-old Hayward resident, Kevin Gonzalez

On July 5, 2022, a fifth suspect was taken into custody by Hayward Police Department, and was identified as 48-year-old Hayward resident, Juan Navarro.

Today, through the collaborative effort with and assistance from the South Monterey County Task Force, Hayward PD Detectives took the sixth and final outstanding suspect, into custody. The suspect has been identified as 31-year-old Oakland resident, Victor Lucero.
