The move to district-based elections:
The Hayward City Council gave final approval on October 8, 2024, to legislation moving the City to a geographic district-based system of electing all City Council members except the City’s mayor.
The action established the boundaries of six new Council districts and the sequence of when elections in those districts will take place starting in November 2026. Under the new system, the mayor is the only member of the seven-person Council who will continue to be chosen through at-large, citywide elections.
The first district elections for Hayward Council are scheduled to take place in November 2026 in Districts 1 and 6. Council elections in Districts 2, 3, 4 and 5 are scheduled to take place two years later in November 2028.

- In-person or virtually during the Public Comment period at a City Council Meeting. Visit the Meeting & Agenda Center for meeting dates and times.
- Use the eComment function in the Meeting & Agenda Center before 3:00 p.m. the day off the City Council Meeting.
How to Participate in a City Council Meeting:
The City Council is now holding in-person/virtual hybrid public meetings. If you would like to attend a meeting in person or virtually visit the Agenda and Reports Center to view the calendar of meetings and agendas and reports.
In-person City Council Meetings are typically held at Hayward City Hall, 777 B Street, in Council Chambers. Remote participation is via the Zoom webinar platform. Zoom links, Meeting IDs and Passwords are available for each meeting on the Agenda.

Fair Political Practices Commission (FPPC):
City Council Members are elected officers identified in Government Code Section 87200 and file statements of economic interests with the City Clerk's office. Copies of the statements of economic interests filed by the above elected officers may be obtained by visiting the offices of the Fair Political Practices Commission (FPPC) or the City Clerk.
