Community Development Block Grant Documents
The Community Development Block Grant Program (CDBG) is the principal Federal program providing localities with grants to devise innovative approaches to improve the physical, economic, and social conditions in their communities. Funds are distributed to local nonprofit agencies in the form of grants and carry out eligible activities. The Hayward City Council decides which projects to fund from applications submitted based on a rigorous review process by the Community Services Commission and an extensive public input process.
The City receives funds annually from the U.S. Department of Housing and Urban Development (HUD) to award to organizations serving lower income Hayward residents in housing and community development. To be eligible for CDBG, organizations must be nonprofit or governmental agencies, serve low income Hayward residents, and submit projects for funding that assist lower income Hayward residents in one or more CDBG priority areas.
Grants are awarded using a competitive process. Organizations usually submit proposals in November. Proposals are reviewed in December, January, and February, and awarded in April. Funded grant activities begin on July 1.
Opportunities for Public Comment
There are no opportunities for public comment on the City of Hayward’s Community Development Block Grant (CDBG) program at this time. Future opportunities will include the 2025-2029 Consolidated Plan, expected in Spring 2025, and the Program Year 2024 Consolidated Annual Performance Evaluation Report, expected in Fall 2025.
