Housing Element Introduction

1.1 Housing Element Purpose & Content

The State of California has stated that the availability of decent and suitable housing for every California family is “a priority of the highest order.” This objective has become increasingly urgent in recent years as communities across the state struggle to meet the housing needs of all their residents. The Housing Element is the primary tool for cities and counties to create a road map to meet their housing goals.

What is the Housing Element? 

  • Required “element” or chapter in the City’s General Plan
  • Assesses the condition of the City’s current housing and future needs of its residents 
  • Establishes a roadmap for accommodating projected housing unit demand for existing and future residents over the next eight years (2023-2031)
  • Sets citywide goals, objectives, and policies for housing
  • Shows how the City will meet demand for housing at all income levels, per State Law

GPA-3: Master Plans, Strategies, and Program Updates

Master Plans, Strategies, and Programs Updates. As part of its process to develop the Biennial Operating Budget, the City shall review a list of its adopted master plans, strategies, and programs and identify those that will be reviewed and updated, as necessary.
